We have provided construction management and business managemnt courses to an EBMUD cohort, as well as medical terminology, IT courses, and a math course to a cohort on a health pathway. We do not have a minimum number of students. The employer "buys" the class, and we have a rate for the class. That rate changes depending upon the size when we consider books, parking, etc.
