if the incident is before census can we drop a student for behaviors or do we have to go through the process?
No, faculty do not have the right to drop students for misconduct. You would need to report the student to Student Conduct.

I know other colleges have 'zoom' tests where the instructor can watch the students as they take the test. But I don't think we can....?

I believe most faculty handle misconduct as part of classroom management, so not all incidents of cheating or plagiarism are reported.
How can students challenge a lowered grade? What is the professor is wrong? What is the recourse for a student wrongfully accused of cheating?

The student would need to submit a Petition to Change Grade form in order to have their grade reviewed.
So I would attach assignments?

My hands on lab class have synchronous times listed in the notes of the schedule of classes and my syllabus has activities planned.
Are we looking at synchronous times for Spring?
I give all my tests in labs.
