@Steven Chan - SG23 does not currently require enrollment as the domain for the SG file allows students to be reported if "(4) received a service from one the college’s categorical programs" so they may not have enrollment in the term.

For SG15, the current data mart SG report does not show SG15 if they were not enrolled. From the last webinar, it was discussed that as long as SG15 student receive services, it is eligible to be reported without any enrollment. For data validation purposes, the SG data mart report does not reflect what the college submitted.
